Capt. Chong is the Port Master of the Maritime and Port Authority of Singapore (MPA). His responsibilities include regulatory control, safe and efficient management of the port.

He holds a Master (Foreign-going) Certificate of Competency and a Master of Science (Maritime Safety and Environmental Administration) from the World Maritime University, Malmo (Sweden). He joined the MPA in 2009 as a Watch Manager in the Singapore VTIS and was subsequently promoted to Controller to oversee the Marine Environment and Safety Department from 2016 to 2017.
