A master mariner spent his entire sea career with Neptune Orient Lines & American President Lines.

Prior to joining Pacific International Lines, CX’s chequered career included stints as Port State Control (PSC) officer, Flag State Investigator, Safety Inspectorate with Maritime and Port Authority of Singapore; Loss Prevention Executive with an IG P&I Club; Designated Person Ashore, Company Security Officer, and Quality and Environmental Management Representative of American President Lines.

CX completed his MSc (Maritime Studies) from Nanyang Technological University; Graduated Diploma in Maritime Law and Arbitration from National University of Singapore; and Diploma in Marine Investigation from North Kent College.

CX actively participates in various forms include SSA Maritime Safety and Security Sub-Committee, World Shipping Council, Container Ship Safety Forum, etc. and leads several safety projects with several local and international institutions.
