David Foo joined the Maritime and Port Authority of Singapore in July 2017 as Director (Port Systems) and was appointed as the Assistant Chief Executive for Operations Technology in January 2021. As ACE(Ops-Tech), he leads, manages, and directs the functions of the Operations Planning, Information Technology, and Port Systems Divisions as well as the Statistics and Data Systems Department and Systems Architecture Office.

Prior to joining MPA, he served in the Republic of Singapore Navy for more than 27 years and held various senior staff and command appointments.

In 2008, he graduated with a Master in Public Administration from the Lee Kuan Yew School of Public Policy in Singapore. In 1995, he was a Trident Scholar and graduated with a Bachelor of Science (Distinction) in Systems Engineering from the United States Naval Academy in Annapolis, Maryland.
