Mr Cheah brings 30 years of experience in classification society, fleet technical management, marine operations, Flag/Port State surveyor and seafaring. Prior to joining MPA, he spent 13 years with Lloyd’s Register (LR) Singapore, assuming various roles from marine surveyor to marine and offshore operations manager who oversees all service delivery activities in Singapore.
In MPA, Mr Cheah oversees and manages various departments in Shipping Division, including Singapore registry of ships, Flag State Control (FSC) and Port State Control (PSC), maritime casualty investigations, maritime regulations and development, seafarers management, and training and certifications. He is the head of Singapore’s delegation to the International Maritime Organization for the Marine Environment Protection Committee. Mr Cheah is also a passionate advocate to ensure Singapore registry of ships continuously improve its safety and quality including growing the registry tonnage in a sustainable manner.
Mr Cheah holds a Certificate of Competency Class 1 (Marine Chief Engineer Officer), and a Bachelor of Arts (Hons) – Marketing and Management from Upper IOWA University, USA. He also has a Master of Science (M.Sc) in Maritime Studies from the Nanyang Technological University of Singapore.
